Charter Schools
Problem
The problem is Charter schools vs. regular public schools
Many students are going to the charter schools and because they are "public schools" the money from the student's parent's taxes goes out of the regular public school fund and into the charter school fund

Charter schools are the quickest growing reform in the United States
Obama supports them so they will be around for awhile

Minnesota was the first to pass legislature in 1991
Current Approaches
Forty states and the District of Columbia have enacted charter school laws. (The ten states that do not have charter school laws are Alabama, Kentucky, Maine, Montana, Nebraska, North Dakota, South Dakota, Vermont, Washington and West Virginia.)
